New US tariffs are anti-Maker and will encourage offshoring. Taxes on basic components and tools punish US-based makers & educators, while outsourced supply chains are protected, ostensibly to insulate consumers from cost increases. If consumer electronics products aren't subject to tariff but all of the components that go into one are subject to tariff, is a do-it-yourself electronics kit 'finished' enough to not be subject to the tariff? What if the kit is shipped in a final assembled state?

The standard is known as "substantially transformed", and the ruling is done by US Customs Service on a case-by-case basis. It is unpredictable and difficult. In my experience, DIY kits does not count as substantial transformation. Final assembled state typ. substantial.

Since you have to declare the HTS code of every individual part in most imported DIY kits, I would assume they will be subject to the the 25% tariff.

by taxing electronic components, but not assembled items it will also push more American manufacturing off-shore

Not strange at all if you assume that the beneficiaries of these tariffs and taxes are not, and have never been, the USAmerican people, but Ivanka Trump and cronies.

One of the worst ideas in recent years. It really makes no sense. Just read the list. Hardware costs are always sensitive, and my client's will flip if told a 25% increase was coming. Luckily we are spared, but then again, I'm already paying a premium via shipping costs 🤪

Nothing but crickets from that self-proclaimed great representative of small business,@USChamber of Commerce Every single piece of equipment needed for US production of pretty much anything, and the components, taxed at 25%. So much for the #TaxCutsAndJobsAct - just got negated

Get ready for other nations to respond with ass ripping tariffs. Your components will be hella expensive now.
