Your 3b seems counterintuitive, if you are trying to get more, generally heavier, BEVs on the riad. Why not tie this section to the relative cleanness of the car, also considering where a BEV owner procures his/her energy? Those with truly green providers would pay the least.

I should explain. Treasury needs a way to pay for road maintenance. We need to tax something and it can't be fuel so should be based on usage (miles driven) and relative impact (weight).

Need to work on an alternative for the RHI which is doomed for closure I expect. Should include support for all zero emissions tech including electrification. Innovation levy on coal, HFO and gas sales to industry ought to do it?

Excellent - and entirely feasible on current UK growth rates: https://www.smmt.co.uk/vehicle-data/car-registrations/BEVs … 144% growth in 2019, trebling of mkt share Dec 19 yoy to 3.3%, current run-rate 60,000 BEVs pa with few models, growth rate 221%: assume 40% pa to 2030 then all sales are EV (no hybrids).
