The difficulty with this law is that it covers anyone lighting a fire intentionally, eg a bbq, campfire etc, but who then essentially makes a mistake by underestimating the conditions. It can catch foolish but otherwise unlucky people. It’s not just “firebugs starting fires”

The elements of the offence are simply 1) you intentionally light any fire (even for a valid reason like cooking) 2) you are reckless to its spread. That could net a lot of innocent holiday makers. You should target it at intentionally lighting a bushfire specifically
