Companies should tell developers how much they are going to lock down their development workstation. If I can’t use GitHub, need to open a ticket for every firewall rule, and can’t use cli’a that are needed for me to do my job... it’s a problem.
Companies hiring developers should at the very least, start to advertise the type of hardware and software they offer as *tools* for developers, and whether they are ok with BYOD. As a consultant, I'm seeing an epidemic: Companies are wasting millions by giving developers slow laptops.
Today I said "npm install x".
My laptop: 10 seconds. 
Their laptop: 3+ minutes. 
Why? Weak processors, little RAM, platter drives, and slow security scanners.

Once you go through this pain once I think you'll not forget to ask it at the interview. But it's quite crazy how strict some policies are and how creative people get to find workarounds.

It’d be hard to quantify just how shitty the security product makes the hardware though. I have an i7-8650U @ 2.11GHz & 32GB, WD SN720 NVMe SSD in a Lenovo T480. Sophos takes ~20% cpu and ~35% ram. A git clone of the mainline Linux kernel takes ~4 hrs w/ I/O contention.

In my last job I though they were providing me a temporary computer, or they were "pranking the newbie". One of the reasons I decided to leave that job was the lack of proper tools. In all my interviews after that I asked the computer specifications and explained why I was asking

I've always thought a "tech allowance" would be a good middle ground. Would also let you know up front how important they think your kit is by the size of the allowance.

BYOD is essential. Up until the day I joined my current company I was comfortable on my own box as an external consultant . The day after I've been forced to use a crappy proxied in house box that has cost the company probably in the order of 15k a year. They've started listening
