There are two types of Racism an academic can recognizer. The racist you are talking about wich is considering one race superior to the other and sistemic Racism. When people say that black people can't be racist they mean that black people don't have the power to enforce both

Ok, so there are possibly 5 kinds: Structural, Institutional, Cultural, Interpersonal, and Individual. Of these 5, which ones are black people unable to act out? That would be my question. And TY for informing me there are different kinds. I got some reading to do.
