The Census is not about counting the population. It is about determining their precise location so congressional districts can be drawn. Very easy to undercount certain groups by underfunding efforts to locate them. Republicans are certain to undercount Democratic voters.

A Republican tactic is to fight on so many fronts that Democrats are bewildered, unable to respond to all & allow many to fall through the cracks.
