Overall balance changes on the new proposal look cery good, but I think the charge nerf is too much
I'd like to see data on 0 vs. 4 vs. 8 in terms of breakpoints, e.g. at +1/+1, how many hits to kill a marine, zergling, drone, SCV, etc. I think that will help determine how good it "feels" subjectively at various points in the game

My PvZ perspective on 4 was that it would take 1 less shot to kill zerglings regardless of upgrades on either side.
