i think its whether you count the speaker as conservative or not.

True, but have always though is a bit weird, as the Deputy Speaker (curr Lindsey Hoyle, LAB) doesn't vote either, does (s)he?

No, but is allowed to retain party membership and stands for the party. I can't remember the exact rules as to when they vote.
