That's correct. 5B core debris will have to hit a populated area of importance to China for them to delay their station module launches to add a controlled deorbit burn capability. Sadly the world is full of irresponsible behavior right now

Especially worrying is the inclination of the launch which means that any place between 53° North and 53° South is in the cross hairs of flaming chunks of booster moving at terminal velocity.
