It`s a terrible idea for publishers. It would allow Facebook to data mine subscriber behavior in a way that could allow it to further insert itself between publishers and their readers.

Micropayments are bad for publishers unless the impact of the payment is invisible to the reader. Otherwise, you end up with low revenue and low reach.
