          They do include police & fire but not true first responders to an incident like this.

          Where I live both CA and AZ, all of our firefighters, EMTs, police and nurses, such as myself ARE first responders. #WeWereInHouston

          Term means police, fire & EMS who initially respond to an incident. These are the later responders - like USAR - often set up for long haul

          USAR teams perform during Response portion of a disaster but are there in support of the initial 1st Responders; a nuanced difference.
