The terrible part is people don't listen. They don't believe it will be what is predicted.
Some people may not have the means to evacuate. But I've never understood why others think they're smarter than the weather service. 
The same people that drive in blizzards and don't get food in or prepare. Don't believe weather service.
They always think it can't happen to them. That's sad.
And others die trying to save them.
