          The answer is much simpler. The two were walking with the wind, meaning their walking speed will change a little with gusts. The reporter was trying to stand still, which requires adjusting to gusts

          I'm sure they picked that spot precisely because it was getting particularly buffeted by wind. Maybe they chose an overly dramatic spot from which to report but then again all reporters do that. No big deal, but it is funny to watch.
