But doesn’t the EU determine what has to be taxed in the first place? It might not control how the tax is spent but it certainly has an enormous say in the tax collection in the first place. It feels like a rather disingenuous statement to me.

No, not at all. Tax is set by national governments. The EU payments come out of tax but it is just one of the many, and frankly smallest, payments that the State is committed to make.

Helen I am not sure I understand what you mean. That screen shot supports the point that the EU does not set governments' budgets. All EU states are free to set their own taxes so long as it is done fairly.
