My point, @CollegeofPolice & @HMICFRS point is that stop & search aimed at users of cannabis is not a priority. Justifying this kind of stop/search on the basis that they could be a serious & organised criminal involved in importation & distribution of drugs is not credible.

Paul, organised criminals exploit the cannabis market because there is an insatiable demand & massive profits because its illegal & only massive law enforcement can stop it. Police resources are being decimated, limiting activity against drugs. Aware of human exploitation aspects
