So the police, faced with diminishing resources, should enforce every law, however minor? Does no one remember Lord Scarman’s report on the Brixton disorders of 1981? Police chiefs need to make difficult decisions that amount to rationing of police resources.

Agreed but what is missing is the opinion formers coming on board and supporting the police when the public ask difficult questions.ie they won’t be dealing with it...I fear private security filling in behind
