We have had some v positive results with them in the past. Like the old CUBO, sometimes felt a bit ethically awkward personally, but I couldn't argue with the number of bad people stopped.
Is that an argument for putting their use on a clearer legal footing?
I think the legal powers are actually pretty clear, but some more guidance (perhaps in form of APP or policy) would be an interesting exercise. Feels a little bit like security through obscurity to me right now.
Having used them I also agree, certainly when it comes to public areas and you can't reauire people to walk though them...
