Before Lambeth cannabis pilot, officers told they had no choice but to arrest for cannabis. Afterwards, national police policy changed to allow officer discretion to arrest or warn on street. Law says officers *may* arrest, not must. Officers could be told not to arrest.

Ultimately the officer’s decision but back at police station, custody officers could be instructed to refuse to charge.
