Because this behaviour is not appropriate & needs to be sorted. However, whereas this could have resulted in a bad accident - the much larger amount of drivers who act dangerously (& sometimes aggressively) towards cyclists is often fatal. The difference is the consequences.
Social pressure on cyclists doesn’t cost resources. Otherwise I agree.

Why would you want to put social pressure on cyclists because a few break the law by jumping a red light? Why would you not want to put social pressure on motorists that speed on a daily basis and kill people as a result? Use your position to tackle the big problem.
