Dr. Bell that’s incorrect. The QBP price that hospitals get for cataracts do not include all staff and housekeeping costs. Global budgets cover many of those costs. Not to mention the cost of equipment, infrastructure, etc.

All direct costs (staff, lens, housekeeping) are included in the Quality Based Procedure price hospitals get for cataracts- $455. Sure hospitals get $$s for "sunk costs" (maintenance on HVAC eg) but these do not

No. It's not that simple.
Hospitals have a general budget to pay for utilities, admin, nursing, IT, and more. They have foundations that raise money for equipment which can be in the millions of dollars.
That $150 discrepancy is meant to cover all of these costs.
