I thought it was clear that we're talking about religion, not about ethnicity. Not being circumcised is certainly a major problem for a Jewish man in performing his religion, although exemptions can be made sometimes.
If a Jewish man is having a hard time performing his religion if he is not circumcised, he can get himself circumcised

That is true. But as far as I know, a father who refuses to have his son circumcised places himself outside the covenant. So, I don't think this will solve it.
