Non-negotiable in the sense that Jews (even liberal Jews) consider this a cornerstone of their religious practice. And the legislator does not play the theologian or the philosopher.

FGC is regarded as a central religious practice in several Islamic sects and is a cultural cornerstone in many African communities. This does not mean FGC is non-negotiable or beyond critique

I don't think that FGC has the same religious status in any religious group as MGC has for Jews. For them it is really a matter that defines their religion to the core. For Muslims it may be different (as it's not in the Quran).
