That is already true w anti-FGM laws. Parents who authorize female 'circumcision' love their daughters & want what is best for them. But, the (female) child's right to bodily integrity is widely seen as worth protecting (even re: forms that are less invasive than male circ)
I know, but the legal problem is that FGC is not as deeply rooted in religious traditions as MGC. It's for example not found in the Torah or Hadith. Outlawing it is a far more serious violation of religious rights. It means de facto outlawing Judaism.
That said, it's hard to see why even non-invasive, symbolic FGC is outlawed, other than to avoid any misunderstanding and debate about what is and what isn't permitted. More pragmatism than principle, I'd say.
Finally, FGC is strongly associated with discrimination against (the sexuality of) women, and there are no religious scripts prescribing it (thus WHO). So, the practices are not really morally comparable.
