The fact that young children cannot consent to anything does not give parents a blank check to modify their children's bodies however they see fit. You can't tattoo a child in most US states, even with best intentions; cutting off part of their genitals is far more consequential
Nobody is talking about a 'blank check', that's a false dilemma. But advocates of prohibiting a deep-rooted and for Jews non-negotiable divine commandment should give some thought to the numerous other ways in which parents are allowed to affect their children's health.
“Non-negotiable” - ? What does that even mean. Divine command theory is full of deep problems philosophically, and many Jews have “negotiated” circumcision http://www.beyondthebris.com/?m=1
Non-negotiable in the sense that Jews (even liberal Jews) consider this a cornerstone of their religious practice. And the legislator does not play the theologian or the philosopher.
FGC is regarded as a central religious practice in several Islamic sects and is a cultural cornerstone in many African communities. This does not mean FGC is non-negotiable or beyond critique
I don't think that FGC has the same religious status in any religious group as MGC has for Jews. For them it is really a matter that defines their religion to the core. For Muslims it may be different (as it's not in the Quran).
