I think when they say "whole clitoris" they mean the clitoral glans. Because that is the part that is outwardly visible.

They should say the glans then. It’s hardly relevant what portion of the clitoris is visible to the naked eye. What matters is how it functions and most of the erectile tissue and structure relevant to orgasm are under the skin and retained despite any form of FGM

Accuracy and honesty are not the primary concerns of anti-FGM campaigners. I would even suggest that ending FGM is not a primary concern of anti-FGM campaigners, especially the western ones.

I've noticed this before as well, and it's more than likely a tactic to enforce the extreme image promulgated by early anti-FGM activists that informed people's views of it, and despite it (and many other things) being proven wrong, most of them will not let go of it.
