I saw Harper adopted this convention, but I am pretty sure it is for semantic side (If I understand correctly this OPLSS part is constructing PER model?) Correct me If I am wrong.

Yeah I remember seeing it in Harper's Computational Type Theory talks for OPLSS, I think? But dunno if it was a different usage or not…

I haven't seen that notation before, but if they have it going in the other direction too (<<<) i'd expect it was some kind of bidirectional notation like Conor's ∈ and ∋ notation
