Gah I was going out of my mind last year due to this - took me a week to get it sorted as the apartment was vacant.

More recently my upstairs neighbour left their bathroom fan on for days and I was struggling to sleep (would have asked them to turn it off sooner but it was a struggle to figure out where it was coming from).
