Is the Lisp Guy saying that it would be easier to write a full Rust or Haskell as a set of Common Lisp macros rather than their own languages because “I wouldn’t have to write a parser or codegen”

If you want to implement the borrow checker as a lisp macro, please do! It will be very cool. I will be highly impressed. But I can guarantee you it won’t be simple
