my understanding was that it was rooted in a genuine desire to identify children who might have learning disabilities and needed extra help, but I haven't looked into it in a while!

(it was a horrible, biased test from the beginning, to be clear, but I didn't understand it as "keep the non-white kids out" so much as "we value X, Y, and Z in this society and kids who can't learn those we'll need extra attention" where X, Y, and Z were white values
