How do subreddits compare to StackOverflow when asking/talking about programming? I know some welcoming communities exist on Reddit, and I wonder if that extends to technical topics (I don't have a Reddit account). Or maybe we (programmers) are just jerks all around the place?

I've had both good and bad experiences on r/programming. Comes across as too many self absorbed white men sometimes. Usually r/ProgrammingLanguages is friendly but on rare occasions gets judgmental.

Yeah I mainly hang out on r/ProgrammingLanguages, which as you say is fine most of the time, but can get out of line sometimes. The other smaller subreddits can be ok too.
I found r/Programming fine for many years, but I have less time for it now after seeing any topic on culture and diversity bring a huge volume of toxic voices out of the woodwork.

FWIW I've been so incredibly happy with the community we've been able to grow in the r/ProgrammingLanguages Discord.
