Yeah, that's right. I'd say it's a diagnostic bug, that is made more confusing due to a combination of factors:

Note the use of a explicit lifetime on the `HasInner::with_inner` (seemed like elision wasn't linking them together), and the use of a `ref` pattern so that you you can get a binding that lives for the same lifetime as the thing you're matching on.
