Omg yay, I missed this on the first reading! This is what I should have called `unimplemented!` back when I added it all those years ago... so clunky to write it out in hindsight!
From matklad PR:
"todo: use it during development, as a "hole" or placeholder. It
might be a good idea to add a pre-commit hook which checks that
todo is not accidentally committed."
I wonder if in the future this macro will have some sort of relationship with clippy 🤔
