The scheme works like this. The campaign reports millions in payments to Parscale's firms--AMMC and Parscale Strategy--and those firms then pass-on the money to the campaign’s ultimate vendors. But only AMMC and Parscale Strategy show up on FEC reports.pic.twitter.com/C2MVtwgx3r
That's illegal, because campaigns are supposed to report the recipients of their spending. And it has the effect of hiding millions paid to companies doing major work for the campaign, as well as payments to Trump family members or associates.
A campaign is not always required to report a vendor’s payments to subcontractors. If a campaign hires a media firm to create ads, and the firm then hires a videographer, the campaign need not disclose the videographer on its FEC reports. But that’s not what happened here.

It also seems like he was scheming off the top with a healthy level of guaranteed impunity because he was running the laundromat.
