      Not only is it illegal for a foreign national to make a donation to an inaugural committee, it is also illegal to knowingly ACCEPT the donation.       One possibility is that foreign nationals were directed to pay the inaugural's expenses, rather than giving to the committee directly and having their (illegal) donation reported.       This illustrates one way that foreign money could have supported the inaugural. It might never show up on an FEC report if foreign nationals made in-kind donations by directly paying vendors.       The problems with Trump's inaugural reports were obvious early on.
