The President is actually OBLIGATED to do so, especially since there is a standing alliance between US & Ukraine to cooperate on investigations of international criminal activity between the 2 nations! If he had NOT done so, THEN he could've been complicit in a cover up.

He wasn’t asking for an investigation for corruption he was asking for a announcement to punish his political rival. You’d know that if you watched the hearings today. He also has the ability to instruct his DOJ to investigate but this was never about anything but a show.
