It’s an interesting question. Based purely on salary they’d be more expensive. Only comparison I can think of are private military contractors vs enlisted soldiers. Then again the benefits would be far less lucrative for private police than government police
Detroit has had major success in private security, including providing free security to lower income areas. The police were overwhelmed there and private companies stepped in.
