Who actually owns the livestock whose herders are involved in pastoralist-farmer clashes? Excellent post on @NewSecurityBeat. '[Elite] neo-pastoralists arguably stand to gain the most from keeping large swaths of the Sudano-Sahel ungoverned' bit.ly/2KEJ017 #Sahel #Fulani
