In 2009-10 protests regime strangled protests by redeploying elite forces to the cities from countryside. But this time the protests are in the countryside, so different strategy needed.

This is from a little town of 100,000 called Yasuj, somewhere in between Isfahan and Shiraz, not even on a main road. These places have long been considered the regime's base of support.
