Healthcare professionals demanded we drastically reduce the jail population, so we listened. On Jan 21, the SF jail population was 1,238. On March 4, when the emergency was declared, it was 1,097. Yesterday, it was 766. Meanwhile, crime rates continue to decrease in SF.

I think you're looking for dysfunctional. That is a dysfunctional definition of victim, but it does match our societies.

It doesn't match the legal or commonly used definition of "victim." Random pedestrians don't get restitution from a DUI conviction. I think absurd works just fine.

In the same way it would be absurd to say that someone who had a knife on their throat but didn't actually get cut is a victim.

No. Arguably other occupants of the car—or, at most, other drivers/peds who feel directly threatened—may claim victimhood. But extending it to "everyone endangered" makes a joke out of the word. People experience risk in varying amts every day; they are not constantly victims.
