Respectfully, an exhaustive piece of work would have compared SF against rates in successful cities (or any other cities). Using one’s own failures as the yardstick for success guarantees future failure.

Pick any major city that's not in the top 5 for overdose mortality, drug dealers per capita. Heck, we could even pick bottom quartile literacy rates. Or how about comparing to neighboring counties. Lots of options.
