Finally after 3 days of chasing one edge case I got it all working. Using a sort of cellular automata to generate LODs to feed greedy voxel meshing. The results are pretty satisfying so I expect a huge performance gain and new gifs in 2020 :D

This is a (new?) type of noise that IS an SDF itself - it can be raymarched exactly without artifacts or small step sizes. It uses a grid of spheres of random sizes.
