A path for action , including heating: "The primary decarbonization strategy is to switch from fossil fuel-fired equipment to electric air- and groundsource heat pumps, which currently have relatively low penetrations in the Northeast. Reading this report a little more closely, it appears that it doesn't contemplate any energy efficiency or heat pump conversion in Quebec itself, right? All change happens south of the border, Quebec uses the same amount of electricity, and @hydroquebec builds new dams and wires?

To me this is a strange omission, given how huge the winter electricity demand is in Quebec. Seems like they could _also_ invest in EE and heat pumps to free up a lot of spare hydro and transmission capacity for delivery to NYISO and ISO-NE.

Today, @hydroquebec offers precisely zero incentives for building envelope tightening or heat pumps. But they do offer a special rate for switching to oil-based heat during the cold snaps (!) http://www.hydroquebec.com/residential/energy-wise/promotions/hq.html …

The study acknowledges there may be issues will many GW of new dams, tripling transmission capacity, and increasing "ramp rates for the filling and emptying of reservoirs." Hot button issues in Quebec, NY & NE, and could all be mitigated by EE/BE investment north of the border.

It is essential that planners begin to address the problem of ensuring sufficient electricity supply to permit Beneficial Electrification. Simply replacing existing capacity with renewables isn't enough. We need to produce and consume much more electricity than we do today.

Agreed. And in parallel, wasting less will be crucial. Majority of Quebec is electric resistance heated.

The study focuses on new deliveries of either hydro or wind power but doesn’t specify exactly where that would come from.
