3a. Make sure all heat pumps are 'ground-source', meaning they use stable underground temperatures instead of outside air as heat source/sink.

We strongly disagree. Ground source often uses up the budget for shell improvements that make healthy and comfy homes. Air source is good enough now, cheaper operation than furnaces in some cases.
