He doesn't understand the role of planning, I guess. This is an excellent example of why there should be published limits, so developments can be planned to fully utilize the location. And 100% he'd qualify this when it comes to parking, access, public infrastructure, etc.
What if the building casts a shadow on the rooftop solar panels on an adjacent building? Or, if that shadow makes an adjacent building more expensive to heat in the winter? Does the owner of a shadow-casting building have an obligation for damages caused by its shadow?

If the building makes it cheaper to cool in the summer, is the owner of the shadow-casting building entitled to the savings? What if it brings amenities to the neighborhood that increase market rents?
