Given that one can still sue if discrimination is suspected, would forcing co-ops to state a reason make it harder to successfully sue? If reason is required, co-ops might put up-front effort into building a cover story for it. And, wouldn't stated reason need to be disproven?

At present, burden is on the rejected party to conduct an expensive investigation to find/prove discrimination. Requiring a stated reason would allow plaintiffs (including City and State investigators) to discover patterns and pretexts.
