If the electric lines are not buried, it is because the ratepayers, or those who represent them, have objected to the cost of burial. Shareholders should like to see the lines buried.
Similarly, if the utility isn't spending enough on vegetation management, it is because ratepayers don't want to pay for it. Ratepayers pay ALL utility expenses. Reduced expenses have no impact on shareholders who only profit from capital investments.
