Displacing fossil fuels from 7 million buildings will be expensive. The State can't afford enough incentives to make it happen and home owners don't have sufficient capital or access to debt. We could decarbonize heating much more cheaply with TPO assets financed by state bonds.

The State should create a bond-financed fund that pays the cost of installing geothermal heat pumps and recovers costs via on-utility-bill payments over the full lifetime of those assets. This would cost taxpayers much less than the otherwise necessary incentives and grants.
