You can create a Google "Custom Search Engine" to give the appearance of Google search limited to a set of documents (i.e. like documents.dps.ny/*). Try the following URL and search for docs in New York PSC's DMM. I find this to be invaluable. http://bit.ly/BobsDMM

Thanks! Will definitely check that out. I think the deeper challenge is that the concept of "page rank" breaks down with Commission documents. Important PUC decisions don't always get linked to widely.
