Mainly because you can’t complete an entire degree though the HES model. It plugged in courses like Intros and Expository Writing, but made sure if you wanted a degree program, you had to put asses in seats & pay for it their way. At least, that’s how it was a few years ago.
Harvard Extension graduation requires that you take at least four courses that include time in Cambridge.
