Mainly because you can’t complete an entire degree though the HES model. It plugged in courses like Intros and Expository Writing, but made sure if you wanted a degree program, you had to put asses in seats & pay for it their way. At least, that’s how it was a few years ago.

Harvard Extension graduation requires that you take at least four courses that include time in Cambridge. The really great thing about Harvard Extension is that anyone can take courses. To get accepted as a degree candidate, you only have to show a B average in several courses. (Note: The courses are hard...) So, admission is based only on merit.
